The six member statuses
The regulations set out a vocabulary that this archive uses without translation, because translating it would blur it:
- FO — Founding Member
- EXE — Executive Board
- ADV — Advisory Board
- AC — actually active in supervision
- CO — active as consultant in a specific technical area
- TB — on stand by
Members frequently carry a combined status, such as EXE/FO or ADV/CO. The distinction that matters historically is the one between belonging to the network and being currently active within it: the rules contemplate the second varying without the first lapsing.
A structure built for continuity
CAIRN was designed to persist through variation in the activity of its members. The regulations establish committees rather than a single office, appoint regional heads in Nepal, Belgium and the United Kingdom, provide for delegation, and formally recognise a stand-by status for members. The surviving corpus contains no dissolution clause and no record of dissolution: the consortium remained, in its own terms, a standing network of signatories.
Character of the organisation
The affiliation page describes CAIRN as a non-profit organisation and a provider of higher education and training, affiliated with St Xavier's Social Services and St Xavier's Campus in Kathmandu, with Swansea University's Centre for Development Studies, with units of the Université catholique de Louvain, and with the ISI-CNV Institute in Nice (CAIRN-2009-VALCROS).
